Title: Project of power production from the biogas supplied by Animals’ excrements

Country : Côte d’Ivoire

Geographical Situation: The project will be implemented in some Ranches and Cattle rearing stock situated in central, northern and western Ivory Coast. These Ranches and Parcks were created by the State of Ivory Coast to promote the development of ruminant animals. These areas are:
1 – Ovine national center of Béoumi (Bandama valley) with a surface of 500 ha
2 – Ranch of the Marahoué covers 10.000 ha
3 – Ranch of Sipilou (mountains’ regions) covers 9.800 ha
4 – PANYA Stock breeding in savanna regions covers10.000 ha
5 - Badekaya Seed production centre (savannah region) that covers 500 ha.
6 - Nioroningué Stock breeding covers a surface of 2.200 ha (savanna regions).

Context
The 6 ranches of stock breeding cover the central northern and western regions with a surface of 30.800 ha.
The number of bovines and ovines already obtained is about 20.000 beasts. An optimal exploitation of the surfaces should increase this number to more than 47.000 animals.
Without this project, this rehabilitation won’t be possible; the staff’s salary, suspended since the starting the war will not be paid and the main existing infrastructures before the crisis will not be renovated.
This project aims at rehabilitating these facilities by providing livestock: bovine and ovine.

Sectors targeted: CDM small scale projects: Methodology: type III.D : Methane recovery from the process of animals excrements

Status and phase of present project
Conception phase: being implemented
Technical studies / preliminary financing: achieved
Feasibility Studies: in progress
Project start date: March 2009
Project life span: 30 years
Reckoning period: 10 years

Both, these gases in conjunction with the global warming can cause natural disasters and immense economic losses.
When these wastes are buried, they pollute waters
Project’s target :
The project aims at recuperating some biogaz to produce Electricity and Heat. This electricity will supply facilities (accomodation, training centre, etc.). The produced heat will allow heating the digestor.
The surplus of electricity will be sold to the national Network.

Financial aspects
Project Development cost (studies, …) : ( Studies, …) The total rehabilitation cost of the six Stations is already estimated
Expense related to facilities’ settlement: The cost of the project is comprised
Expense related to land acquisition: Digestion infrastructures are under study
Other amounts to determine
Total project cost : to determine
Negotiations are envisaged with Representatives of Animals’ production sector in view of acquiring animal parcks.

Technology to use

The operation consists of installing an adapted digestor of hemispheric type with a capacity of 300 m3 with all peripheral facilities (pipeline, water facilities, manometer, gas meter, facilities for gas purification, etc.), of constructing some road networks, and of establishing some operating methods until the sale of the electric and thermal energy.

Sector targeted: CDM project at small scale size: Production of Energy from a mini- hydroelectric power station.

Status and phase of present project
Project’s conception: conception is in progress
Technical studies / preliminary financing: achieved
Feasibility studies: in progress
Project start date: march 2009
Project life span : 30 years
Reckoning period : 10 years

Environmental problems: The power production in Ivory Coast is of thermal and interconnected type. Fossil energy consumption generates emissions of greenhouse gases in the atmosphere. The global warming and these gases cause natural disasters and immense economic losses.

The Project’s target: This project consists of producing electricity from hydroelectric dams to reinforce the sector’s capacities in Ivory Coast.

Context
The Ivorian electric network is characterized by a limited capacity that is facing: demands, Powercuts, fuels’ high cost, facilities’ decay, network saturation, and maintenance problems.
The investments envisaged for extending the necessary production capacity, the adaptation of the transport network and the distribution are estimated at more than CFA F 800 billion (About 1,2 billion euros).
The aftermath of the war doesn’t allow the country to finance these projects and to redynamise its production capacity. These projects and MDP projects offer profitable investments opportunities and help to meet the increasing demands.

Financial aspects

Studies related to environmental impact and feasibility are in progress.

Contracts dealing with the appropriation of the sites are in progress

At institutional level, negotiations are envisaged in view of sale and purchase agreements with the Energy sector.

Technical description:
Constructing and equipping the hydroelectric power station for power production require a generator of 15 MW generating 45 GWh per year. On the 4 sites, we will therefore have a total capacity 180 GWH per year.
A hydroelectric power station will include the following works:
- A dam
- A feeder
- An external factory erected at the feeder’s entrance followed by a restitution canal.
We must set up necessary facilities and equipments, sign some contracts with suppliers, build road networks, construct distribution channels, get some approvals for the settlements from Municipalities  and Administrative Divisions’ Officials;
For the implementation, it will be necessary to establish some work procedures, to sign maintenance and security contracts and finally reach the sale of this electricity to the network.

Methodology: AMS-I.D Power connected to the national network.

Estimated results: For identified sites
Yearly estimate of avoided or reduced emissions: 200.000 tons equivalent of CO2

Project’s contribution:
This project will allow:

To create socioeconomic activities

To develop social, local and national areas

Jobs creation

Home electrification.

The Sustained development Strategy and the country’s priorities consist of:

facing the increasing electricity demands

reducing the costs of fossils fuels

Energy independent

facing the maintenance of the network that are decayed

Reaching the millenium targets

Protecting the environment.

Target sector: CDM Small Scale Project: Type of methodology III.E
Avoidance of methane emission from biomass anaerobic decay
Project’s Present status and phases:
Conception Phase: PDP Preparation
Project Development cost (studies,): in progress
Project Development cost (studies,): in progress
Project start date: 2009
Project life span: 30 years
Reckoning period: 10 years

Environmental problem: Estimated to more than 4 million of TEP per year, forest and agricultural wastes produce greenhouse gases (CH3, CO2, NO2,…) in the atmosphere.

Project’s targets: Forest wastes stocked for many years pollute lead air, waters and soils’. Once burnt, they produce harmful gases; among these gases we have CO2 and the NOX.
The purpose of the project is to reduce these nuisances by using these wastes to produce electricity and heat.
The produced electricity will not only supply sawmills in electricity, but will also, through cogeneration, contribute to accelerate the drying of other woods, and cocoa beans.
Areas close to this Power Station will be electrified at reduced cost.

Context: The forest wastes such as sawdust of wood, cuttings, off-cuts, etc. have been stocked more 30 years. These wastes lead to the nuisance of soils, of water and ambient air. Nearest populations are affected by some particles coming from these sawdust in air and the smoke that comes out once these sawdust are burnt.
This electricity cogeneration project will permit to avoid or to reduce the gases that escape of sawdust wastes.
Without this project, the situation could remain unaltered for a long time.

Financial aspects:
Environmental Impact Studies and feasibility studies: in progress.
Financing Source already identified:

Negotiations for ERPA contract with some Europeans purchasers:

A Joint Venture agreement is in progress with some Europeans and Israelis Technologies Owners

To ease the financing, various contracts are being signed between partners concerned (sawdust’s appropriation, land purchase, …).
At institutional level, negotiations are in progress to meet the Representatives of the sector with the purpose of signing a purchase contract over 25 to 30 years.

Technical description: All identified sites daily generate more 3.500 m3 of sawdust. The promotion of this biomass energy will not only permit to produce electricity for the purpose of the sawmills but will also permit to inject a part of it in the national power network, will generate heat in order to dry cocoa beans and to get some carbon credits.

The operation will consist of installing a set of cogeneration, acquiring materials and specific facilities and of having some registered suppliers with references, of constructing road networks, establishing suitable facilities, establishing some operating methods and selling electric or thermal energy.

Estimated results: Yearly average estimate of avoided or reduced emissions: 500.000 tons equivalent of CO2/year

Methodology:
AMS-III.E Avoidance of methane production from biomass decay through controlled combustion, gasification or mechanical/thermal treatment
AMS-I-C Thermal energy for the use or without electricity.

The project will allow:
Creation of various economic activities
- Social development
- Creation of jobs
- Creation of activities generating jobs
- Fight against poverty: more than 100.000 people will have access to energy
- To improve rural social environment in order to fix women and young men and slow down rural exodus
- Access to energy resources in accordance with the wishes expressed by ECOWAS/WAEMU Heads of States in the framework WDO
- To fight against Greenhouse Gases – rejection of cleaner gases in the air

The Sustained development strategy and the priorities of the country in relation to the project:

To contribute to rural electrification. In 2006 more 6500 areas in Ivory Coast were not electrified.
- This project matches with the National Development Plan for electrification (PDER) that aims at electrifying 100% of the Ivory Coast up to 2020.
- allow Ivory Coast to be electricity independent.

Targeted sector: CDM small scale projects: Supplying electricity to the network from a renewable energy source

Project’s Present status and phases:
Conception phase: in progress
Technical studies/ preliminary financing: in progress
Feasibility studies: in progress

Project start date: 2009
Project life span: 30 ans
Reckoning period: 10 ans

Environmental problems: The power production in Ivory Coast is of a thermal and interconnected type. Fossil energy consumption generates emissions of greenhouse gases in the atmosphere. These gases, conjugated with the global warming cause natural disasters and immense economic losses.

Project targets :
The project aims at producing Jatropha oil from jatropha cultivated on lands confirmed by satellites pictures to be damaged. This non-etherified oil will be used for the power stations to supply electricity to the network.

Context: At the end the year 2007, only 2600 areas in Ivory Coast were electrified over a total of 8500, that’s about 30%. There still have enormous disparities between urban areas and rural areas.
In rural areas, less than 19% homes still not have access to electricity and are poor.
This project plans to raise the rate of rural homes electrification to 50% up to 2012. This will improve the standard of living for about 600.000 people.
The Ivorian electric network is characterized by a limited capacity and is facing: demands, Powercuts, fossil fuels high cost, facilities decay, and network saturation. This situation especially causes problems as for growth capacity concerning mainly rural electrification.
Thanks to the CDM project, it is, henceforth, possible to achieve this project that will permit to fill the regional gaps.

Financial aspects

- Studies related to environmental impact and feasibility are being achieved.
- Damaged lands are under negotiation. Some negotiations are in progress for obtaining a long lease.
- At institutional level, negotiations are envisaged with the purpose of signing sale and purchase agreements with the Energy sector in Ivory Coast.

Technology to use
This technology consists of installing micro-cogeneration units or mini power stations with the purpose of a combined production of heat and electricity from pure Jatropha oil, non etherified. The electricity will be connected to the national network. We must also install the materials and specific facilities, make fuels’ storage, sign some contracts with suppliers, build road networks, establish distribution channels, follow the regulation; get approvals for the project’s implementation; and start activities. The implementation will be based on procedures related to environment, maintenance, and security. It should lead to the sale of electricity or heat to the network.

Methodology: AMS – I. D Power network connected to a renewable energy source.

Yearly average estimate of avoided or reduce emission: 300.000 tons equivalent of CO2/year

The project will allow:

- Creation of various economic activities
- Social, local and national development
- Job creation
- Access to home electricity

The Sustained Development and the country’s priorities consists of:

Creating jobs

Developping a new technology

Producing electricity in areas that do not have access to conventional energy

Developing a new type of farmers (agro energy resources)

Developing modern agriculture by using machines instead of manual agriculture

Creating favourable conditions to the development handicraft, small businesses, etc.

Access to first healthcare

Evironment preservation
